Firearm Purchase Permit

Pursuant to Nebraska Statute 69-2403 a firearm purchase certificate is required to purchase, lease, rent, or receive a handgun. The law applies to both retail and private party transactions. The law also prohibits selling, leasing, renting, or transferring a handgun to a person who does not possess a handgun certificate.


Certificate Exceptions

A certificate is not required if:

  • The person acquiring the handgun is a licensed firearms dealer;
  • The handgun is an antique;
  • The person acquiring the handgun is authorized to do so on behalf of a law enforcement agency;
  • The transfer is temporary and the transferee remains within
    • In the line of sight of the transferor
    • Within the premises of an established shooting facility; or
  • The transfer is between a person and his or her spouse, sibling, parent, child, aunt, uncle, niece, nephew, or grandparent.

Documents Required at Time of Application

  • Current Nebraska operator’s license or Nebraska state ID card. The Nebraska license or ID must have your correct legal name. The address on your Nebraska license or ID must be a current residential address in Kimball County and match the address on the application. Completed permits will only be mailed to the Kimball County residential address on the application. The Sheriff’s Office will not accept applications or issue purchase permits to applicants with only a post office box.
  • If your only form of ID is a Military ID card (must be active duty and temporarily or permanently stationed in Kimball, Nebraska with military orders), you must also provide two forms of proof of Kimball County residency (i.e. utility bill, vehicle registration, pay stub, etc.) with your current address.
  • Application fee of $5.
  • Applicants born on a United States military base outside the U.S. must provide their birth certificate.
  • Applicants that are not U.S. citizens must also provide a copy of their citizenship papers, U.S. Passport, or alien resident card.

Age & Residency Requirements

To obtain a handgun certificate from our office you must be at least 21 years old and a current Kimball County Resident.

Once the Sheriff’s Office receives the application we will conduct the background checks and upon a passing background check a certificate will be issued.


Disqualifiers

Applications will be denied if the applicant:

  • Fails to answer all questions on the application
  • Has been convicted in any court of a crime punishable by imprisonment for a term exceeding 1 year
  • Is a fugitive from justice
  • Is an unlawful user of or addicted to any controlled substance
  • Has been adjudicated as a mental defective or has been committed to a mental institution
  • Is an alien unlawfully in the United States or an alien admitted to the United States under a non-immigrant visa
  • Has been discharged from the Armed Forces under dishonorable conditions
  • Having been a citizen of the United States, has renounced his or her citizenship
  • Is subject to a court order that restrains the person from harassing, stalking, or threatening an intimate partner or child of such intimate partner
  • Has been convicted of a misdemeanor crime of domestic violence
  • Is under indictment or information (i.e. charges have been filed in court) for a crime punishable by imprisonment for a term exceeding 1 year


Re-Application Upon Expiration

Certificates are valid, statewide, for three years at which time applicants must re-apply for a certificate. All documentation above is required at the time of application regardless of whether a certificate has been issued to applicants in the past.

What to Do When You Receive Your Firearms Purchase Certificate

Upon receipt of your certificate, please inspect the document and ensure that the personal information is correct and that the Sheriff’s signature appears. In the event of any typographical error or omission, please bring the certificate to the Sheriff’s Office within thirty days for any corrections that may be necessary. Notification of any corrections beyond thirty days after issuance shall require a new application.

Accident Report


Have you been in a crash?

(1) The operator of any vehicle involved in an accident resulting in injuries or death to any person or damage to the property of any one person, including such operator, to an apparent extent that equals or exceeds one thousand five hundred dollars shall within ten days forward a report of such accident to the Department of Transportation. Such report shall not be required if the accident is investigated by a peace officer. If the operator is physically incapable of making the report, the owner of the motor vehicle involved in the accident shall, within ten days from the time he or she learns of the accident, report the matter in writing to the Department of Transportation. The Department of Transportation or Department of Motor Vehicles may require operators involved in accidents to file supplemental reports of accidents upon forms furnished by it whenever the original report is insufficient in the opinion of either department. The operator or the owner of the motor vehicle shall make such other and additional reports relating to the accident as either department requires. Such records shall be retained for the period of time specified by the State Records Administrator pursuant to the Records Management Act.

(2) The report of accident required by this section shall be in two parts. Part I shall be in such form as the Department of Transportation may prescribe and shall disclose full information concerning the accident. Part II shall be in such form as the Department of Motor Vehicles may prescribe and shall disclose sufficient information to disclose whether or not the financial responsibility requirements of the Motor Vehicle Safety Responsibility Act are met through the carrying of liability insurance.

(3) Upon receipt of a report of accident, the Department of Transportation shall determine the reportability and classification of the accident and enter all information into a computerized database. Upon completion, the Department of Transportation shall electronically send Part II of the report to the Department of Motor Vehicles for purposes of section 60-506.01.

(4) Such reports shall be without prejudice. Except as provided in section 84-712.05, a report regarding an accident made by a peace officer, made to or filed with a peace officer in the peace officer's office or department, or filed with or made by or to any other law enforcement agency of the state shall be open to public inspection, but an accident report filed by the operator or owner of a motor vehicle pursuant to this section shall not be open to public inspection. Date of birth and operator's license number information of an operator or owner included in any report required under this section shall be confidential and shall not be a public record under section 84-712.01. The fact that a report by an operator or owner has been so made shall be admissible in evidence solely to prove compliance with this section, but no such report or any part of or statement contained in the report shall be admissible in evidence for any other purpose in any trial, civil or criminal, arising out of such accidents nor shall the report be referred to in any way or be any evidence of the negligence or due care of either party at the trial of any action at law to recover damages.

(5) The failure by any person to report an accident as provided in this section or to correctly give the information required in connection with the report shall be a Class V misdemeanor.

Who is required to file a Driver’s Motor Vehicle Crash Report?

If the crash was not investigated by a law enforcement officer, state statute requires every operator of a motor vehicle involved in a crash resulting in either injury, death, or damages equal to or exceeding $1,500 to the property of any one person (including the operator) to complete and submit a confidential Driver’s Motor Vehicle Crash Report within 10 days following the crash. Drivers involved in motor vehicle crashes where an Investigator’s Crash Report is completed by a law enforcement officer do not need to complete this report.

You can get a Driver’s Motor Vehicle Crash Report from: The easiest way to complete a Driver's Motor Vehicle Crash Report is by filling out the form online at the Driver Crash Reporting website. You can also get a paper form from the officer that investigated your accident, the police or sheriff’s department, your insurance agent, or by calling Highway Safety, Nebraska Department of Roads  (402) 479-4645. (Note) Some of the older white accident forms that you receive from a police department or Sheriff's Office may have an old mailing address listed. How do I get a copy of the investigating officer’s report?

The officer’s report is public information. You may purchase a certified copy for $13.00 + TAX. To request a copy of an officer’s report send the following information:

  • Crash date
  • Crash location, including county
  • Driver’s Name
  • The request and $13.00 + tax (call 402-479-4645 to find correct tax amount) should be sent to:  Highway Safety, PO Box 94759, Lincoln, NE 68509
  • To obtain a copy of an accident report investigated by the Kimball County Sheriff's Office, contact the Office in person or by calling 308-235-3615
  • Copies of photos from crashes investigated by the Kimball County Sheriff's Office can be obtained by contacting the Sheriff's Office in person or by calling 308-235-3615. There is a fee for image copies based on the number of photos.

To Obtain a Criminal History Record From the Nebraska State Patrol

The public may request a Record of Arrest and Prosecution (RAP sheet) for any individual. The Nebraska RAP sheet will include Nebraska arrests where the individual was fingerprinted and the resulting dispositions. Dispositions are the result of the adjudication process and may include convictions, acquittals, decline to prosecute, no charges filed and nullified convictions through set-asides and pardons.

Nebraska Statute 29-3523 requires certain information to be redacted from the public record if certain circumstances apply. These circumstances include the following:

  • In the case of an arrest for which no charges are filed as a result of the determination of the prosecuting attorney the criminal history information shall not be part of the public record after one year from the date of arrest.
  • In the case of an arrest for which charges are not filed as a result of completed diversion, the criminal history information shall not be part of the public record after two years from the date of arrest.
  • In the case of an arrest for which charges are filed, but dismissed by the court on motion of the prosecuting attorney or a result of a hearing not the subject of a pending appeal, or following completion of drug, problem solving court or other approved court order program, the criminal history information shall not be part of the public records immediately upon dismissal or acquittal.

It is important to understand that in our role as the Central Repository for Nebraska Criminal History Records, we only report information as it is provided to us by our criminal justice partners across the state. Think of us as a library. If you find incorrect information in a book, the library cannot correct the information. It is up to the publisher or the author to correct it. If you think there is an error in our information, you would need to contact the source of that information such as the court of record, county attorney or law enforcement agency. We will be happy to assist you in identifying the source of the information and provide you with contact information for that source. If they agree that the information is incorrect they will be able to provide us with the corrected information so that we can update our records.

Types of Criminal History Reports

There are two types of criminal history reports that the Nebraska State Patrol provides.

  1. Name-based criminal history reports - A name-based search is the most accessible method of obtaining a criminal history on an individual. You can request a criminal history report on anyone that you want if you are willing to pay the nominal fee. Nebraska criminal history information is provided based on a search of the name and date of birth provided on a request form. The requester MUST provide at least the name and date of birth but additional information such as social security number and maiden or previous names is also helpful.
  2. Fingerprint-based national background checks - Fingerprint-based background checks provide a nationwide criminal history record. This information is based on a search of the state and national criminal history database based on the subject's fingerprints. These checks are more costly than name-based checks and are also not available to just anyone. Nationwide fingerprint-based criminal history checks are only available if it is required by a state or federal law. A list of authorized reasons is available here: Authorized List.

Requesting a Nebraska Criminal History Report

There are three ways in which to request a Nebraska criminal history report:

  1. You may request an online criminal history for a fee of $15.50.  Click here to request an online report.

Sex Offender Registry

Kimball County Registered Sex Offenders


Nebraska State Statute 29-4002 declares that sex offenders present a high risk to commit repeat offenses and that efforts of law enforcement agencies to protect their communities, conduct investigations, and quickly apprehend sex offenders are impaired by the lack of available information about individuals who have pleaded guilty to or have been found guilty of sex offenses and who live in their jurisdiction. Because of that, the legislature determined that state policy should assist efforts of local law enforcement agencies to protect their communities by requiring sex offenders to register with local law enforcement agencies as provided by the Sex Offender Registration Act.

This information is to be used to provide public notice and information about a registrant so a community can develop constructive plans to prepare themselves and their family.  Sex Offenders have "always" been in our communities.  The notification process will remove their ability to act secretly.

Sex offender registry information shall not be used to retaliate against the registrants, their families, or their employers in any way.  Vandalism, verbal or written threats of harm are illegal and will result in arrest and prosecution.

The Sheriff's Office conducts vehicle inspections Monday - Friday (excluding Holidays) from 08:00 a.m. to 4:30 p.m. If you need special arrangements, please contact the Sheriff's Office for assistance at 308-235-3615

Vehicle inspections are required for: 

  • All vehicles, ATVs, minibikes and trailers brought into Nebraska from Out-of-State ;
  • All Assembled Vehicles and assembled ATVs and minibikes;
  • a vehicle, ATV or minibike with a Salvage Certificate of Title when making application for a regular Certificate of Title (title will be branded “Previously Salvaged” and brand will be carried forward on all title issued thereafter);
  • All Applications for Assigned ID Number *, [Vehicle Identification Number (VIN) for a motor vehicle], including applications submitted for apportioned vehicles. Assigned ID Number Applications for a Hull Identification Number(HIN) for motorboats do not require a Sheriff's Inspection Form; 
  • All ATVs and minibikes when no title document is surrendered;
    any time the Department of Motor Vehicles or designated County Official requests an inspection to determine if the vehicle meets the definition of motor vehicle. 
  • Fee: A fee of $10.00 will be due at the time of the inspection
  • You will be required to bring your NEBRASKA drivers license
